Rud Pedersen
France

Rud Pedersen France supports decision-makers and organisations to meet their regulatory, institutional and reputational challenges in France, and across Europe.

Our team in Paris brings together public affairs, strategic communications and corporate affairs to drive sustainable growth and strengthen our clients’ reputation and visibility. We advise companies, professional federations, associations and public bodies. We help them shape their regulatory environment, understand the dynamics at work in France and abroad, anticipate and help shape what lies ahead, and weigh the institutional and communications opportunities and risks involved.

About

Rud Pedersen opened its Paris office in 2025. A year later, it was joined by the renowned team Antoine Boulay founded in 2019.

Five partners lead a team in France of more than twenty experienced consultants in public affairs, communications, corporate affairs and crisis management. They bring intimate knowledge of business, the institutions and the media, along with a deep grasp of their clients’ sectors and of how decisions are made at every level: local, national, European and international.

About Rud Pedersen

Founded in Stockholm 25 years ago, Rud Pedersen is Europe’s leading strategic public affairs consultancy, with 20 offices in 19 countries, including Brussels, Berlin, London, Madrid, Rome, Stockholm, Copenhagen and Kyiv.

Our Mission

Europe, and France in particular, is undergoing profound political, economic and social change. More than ever, organisations need strategic counsel that balances economic performance, reputation and lasting influence.

Public affairs and communications must now take account of societal expectations, the demand for transparency, and the responsibilities that fall on businesses in a changing world.
At Rud Pedersen, we share a common vision of Europe:

  • an economic Europe that drives growth, competitiveness and innovation, and welcomes international investment;
  • a political Europe, proud of its democratic values, ready to play its strategic role in a fragmented world where the balance of power is being redrawn.

That vision shapes how we support organisations whose voice needs to be heard in the European debate.

“In France, as in Europe, supporting organisations is first and foremost about highlighting their contributions to the common good in order to inform public policy.”
Antoine Boulay
Managing Partner, France

How we support clients

Our role is to turn public complexity into competitive advantage.

We build principled campaigns to advance our clients’ interests, grounded in a clear understanding of how French and European institutions work. We spot regulatory and reputational risks early. And we support clients when it matters most, with a straightforward, proven method: honesty, conviction, and the readiness to act fast in a crisis.

Every day, we help those who drive the French and European economies to shape their future with ambition and confidence.

When clients turn to us

Organisations come to Rud Pedersen when political, regulatory or reputational developments, in France or in Europe, become strategically or commercially critical. For instance:

  • Legislation or regulation (draft laws, ordinances, decrees, consultations) that could reshape their market access, business model or sector
  • A change of majority, government or political priority that redraws the institutional landscape and changes who they need to engage
  • A parliamentary debate, ministerial statement or European initiative that directly affects their interests
  • A reputational crisis, media pressure or stakeholder challenge to their credibility, licence to operate or standing with government
  • A public debate where their voice needs to be heard: industrial policy, energy transition, digital sovereignty, health, finance
  • Aligning their public affairs strategy in France with regulatory and institutional change in Europe
  • An acquisition, financing, partnership or restructuring that needs institutional, reputational and communications support

Services

We offer organisations a comprehensive, integrated approach across seven areas of expertise:
Public affairs

Understanding how decisions get made, and engaging decision-makers with credibility. Our teams know the institutions because they have worked inside them: Parliament, ministerial offices, the major public bodies. We gather the intelligence that counts, open the right doors, and find the clearest path to the people who decide.

Financial communications

Guiding organisations through their financial milestones (mergers and acquisitions, fundraising, IPOs, restructuring) with communications tailored to investors, shareholders and the markets.

Institutional and internal communications

Shaping how an organisation talks to its institutional stakeholders and its own people through change, repositioning or internal crisis.

Communications strategy

Making reputation and stakeholder relations an asset, not a cost. We build strategies rooted in a real understanding of our clients’ business, with the tools to deliver their objectives.

Crisis communications

A crisis speeds up communication and multiplies the stakeholders to manage at once. Our approach rests on fact and reason: standing by the legitimacy of your model, even when mistakes have been made, is the surest way to limit the damage, in the short and long term.

Expert communications

Content with real economic substance that shows an organisation’s contribution to the public interest: studies, op-eds and position papers, written in-house or with expert authors and published under the client’s name.

Media relations

High-level access to newsrooms, built over twenty years with the major business media. Standing out in a crowded field takes a real grasp of how journalists work, and the judgement to give them the right angle.

Sectors

Financial Services and Private Equity

Financial services operate in a regulatory environment that never stands still, where European and national agendas meet: sustainable finance, banking supervision, taxation, financing the economy, private equity regulation. Being able to anticipate change and engage credibly in the policy debate is now a real advantage. We help banks, insurers, funds and private equity firms make their case, in France and across Europe.

Tech and Innovation

Technology is no longer just a sector; it is a central political question. Across France and Europe, the regulation of digital, AI, data and platforms is reshaping how companies innovate and compete. Navigating it takes a close grasp of French and European institutions and the standing to engage credibly in public debate. We help companies in the sector build their public affairs strategy, their relationships with regulators and their reputation.

Aerospace and Defence

Aerospace and defence now sit at the heart of Europe’s most sensitive political and budgetary choices, between sovereignty, industrial change and regulation. In France, these decisions are taken where the political, military and industrial worlds meet, as NATO, European rearmament and international competition shift the balance. We support the sector in its dealings with government, in defending its regulatory interests and in building its standing, in France and in Brussels.

Healthcare and Pharmaceuticals

Healthcare is being reshaped by deep reform (market access, drug pricing, health data, therapeutic innovation), where public decisions bear directly on business models. Societal expectations, spending pressure and the European agenda make for a complex picture, one to anticipate rather than endure. We help pharmaceutical companies, medical device makers and digital health firms make their case, in France and across Europe.

Energy and Infrastructure

The energy transition and infrastructure sovereignty are now major political questions, at the crossroads of the climate, industrial and geopolitical agendas. In France, debates on nuclear power, renewables, networks and major infrastructure draw in complex coalitions and demanding regulation. We help operators, producers and investors through it all, from anticipating regulatory change to engaging stakeholders and earning public support.

Industry

Reindustrialisation is once again a French political priority, but it plays out in a regulatory, social and environmental context that demands constant engagement and adaptation. Industrial players face questions of competitiveness, changing value chains, European standards and dialogue with local communities that go well beyond production. We help industrial groups make their case, in France and across Europe.

Retail and Consumer Goods

Retail and consumer goods operate where consumer expectations, regulation and competition increasingly meet. Labelling, sustainability, supply chains, taxation, trade relations: each draws in legislators, regulators and public opinion at once. We help companies in the sector make their case, in France and across Europe.

Real Estate

Real estate is exposed to a web of public decisions (planning, taxation, environmental standards, social housing, financing) that are reshaping how it operates. In France, the housing crisis, energy-efficiency retrofitting and land scarcity make the institutional environment decisive for operators, investors and developers. We support the sector in its dealings with government, in defending its regulatory interests and in managing its reputation with local and national stakeholders.

Entertainment and Culture

Entertainment and culture operate in full public view, where public decisions (funding, platform regulation, broadcasting rights, the governance of sports federations, taxation of the creative industries, the staging of major events) shape private business models directly. In France, the cultural exception remains a powerful political symbol, now tested by digital change, international competition and budget pressure. Since Paris 2024, professional sport and major events have drawn renewed political attention too, from governance reform to broadcasting rights and the sector’s appeal to private investors. We support media groups, platforms, creative industries, federations and event organisers in their dealings with government, in defending their regulatory interests and in building their standing, in France and across Europe.

European integration

Operating conditions in France are increasingly shaped through interaction with Europe. EU regulation, national implementation and cross-border markets all affect organisations’ ability to operate in France.

Rud Pedersen is Europe’s leading strategic public affairs firm, with offices in 19 countries. We follow developments from the earliest political signals through to regulation, implementation and national practice.

From France, we connect French decision-making pathways with European developments when regulation, markets or procurement processes move across borders. This gives organisations earlier insight, stronger coordination and a firmer basis for acting before their options narrow.
