Philipp Gebhardt

Philipp Gebhardt is Senior Consultant at Rud Pedersen Public Affairs in Berlin. He advises companies mainly in the defence and security sector on political positioning and advocacy — helping them place security-related issues strategically and anchor them in political decision-making processes.

His work focuses on bringing the right arguments to the right places at the right time. Philipp develops clear lines of argument, builds access to key stakeholders and creates campaign-ready formats that link political communication with stakeholder outreach to achieve real impact. His consulting is grounded in in-depth political analysis and close monitoring of regulatory developments, providing a solid basis for realistic assessments, strategic planning, and informed decisions. Philipp brings experience in digital and cybersecurity policy, energy policy, and critical infrastructure.

Before joining Rud Pedersen, he worked in industry associations, consulting firms, and public administration. He studied law in Giessen and Tartu (Estonia) and holds a master’s degree in Peace and Security Studies from the Institute for Peace Research and Security Policy in Hamburg.
