Regulatory Challenges and Opportunities for European Start-Ups in 2025

At Rud Pedersen, we fully believe in the power of innovation to drive growth and competitiveness. To support this vision, we conduct an annual study focused on understanding the evolving regulatory landscape for European start-ups and companies that received notable funding over the past year. Our study provides insights into how these businesses perceive the regulatory and political climate and promotes ideas on how to build conditions conducive to innovation and growth.

This year’s edition of Born Regulated dives into the regulatory challenges and political perspectives faced by Germany’s emerging companies. We want to understand:

  • Born regulated: How much does the regulatory environment play a role in key business decisions? Where does the business depend on (new) regulation?
    Impact on Operations and Market Share: Can new regulations limit the license to operate, reduce or increase market share? Do they invest in shaping regulation?

  • Perceived Regulatory Challenges: What are the main hurdles in building the business and how do young growth companies manage these challenges internally? Is regulation integral to the product offering and are they vulnerable to potential changes?

  • Trust in the Political Climate: How do they view the role of politics in Germany? Do they trust that the right regulatory decisions are made to support their growth?

  • Germany’s Role as a Start-Up Hub: Do start-ups believe in Germany's potential to foster conditions for growth into significant companies, both domestically and within Europe?

The results of Born Regulated will inform businesses and policymakers alike on the perceived regulatory environment for young innovation drivers in Germany. It provides businesses, investors, and policymakers with an understanding of regulatory trends and potential opportunities while challenging the status quo and promoting improved conditions.
