Omar served as a Member of Parliament during the 14th Legislature, acting as the spokesperson for the Socialist Parliamentary Group in the Children's Rights Committee. Additionally, he was the rapporteur for the Comprehensive Law for the Protection of Children and Adolescents Against Violence (LOPIVI).
He has also been a member of the national executive committee and the federal executive committee of the Spanish Socialist Workers' Party (PSOE).
